Please forward this information to club members and colleagues in Wisconsin:

The Wisconsin Dog Breeders and Sellers Law takes effect on June 1, 2011,
by which time all breeders, rescues and facilities that fall under the
law must be licensed.

Licenses are required for:

* "Dog breeding facilities" from which at least 25 dogs/year are
sold, from more than three litters
* "In-state dog dealers" selling at least 25 dogs/year that they did
not breed or raise
* "Out-of-state dog dealers" who import at least 25 dogs/year into
Wisconsin (this includes dogs that they have bred and raised) --
this includes out-of-state rescues that place dogs in the state
* Non-profit animal shelters and rescues that shelter/foster at
least 25 dogs/year
* Animal control facilities that contract with a local municipality

I did not go read the link but the parts you posted sound fine to me.

NH enacted a "commercial breeder" license several years back. anyone selling 25 or more dogs/pups OR 10 or more litters a year. It makes sure those commercial operations get inspected 1-4 times a year

Rescues and pet sellers (animals they did not breed) already had to be licensed
